In more bottom up and less hierarchical approach, it would be great if synergy/audit/coordination/forecast/policy mechanisms of S2->S5 are done by people from S1. They know the facts on the ground, they have motivation and maybe they have resources to share. Plus they might have time / intelligence tools to do S2-S5 functions.

What would be examples of such design?
